If the run info can't be parsed as JSON, loading it will fail. Change
`cibtool run list` so that it only lists the run ids by default.

This is simpler to understand, for most readers of the subplot, than
installing a file and adjusting its Unix permissions with chmod.

Add a couple of helper scripts to make scenarios a little less
repetitive. These aren't great for understanding, and we may need to
add more understandable steps later.

Add a markdown document to document acceptance criteria for the CI
broker, and also how to verify they are being met. The document is
used by the Subplot software, and the verification is run as part of
"cargo test".
