Fintan Halpenny 320f316674 nix: update checks 
This takes inspiration from the `heartwood/flake.nix`[^1] file.

It runs checks at the MSRV but uses a rust-toolchain to allow for
newer development.

To obtain the latest 1.90 toolchain, the NixOS release was update to
the latest 25.11.

Fintan Halpenny abcb05a2bd cargo: apply MSRV 1.78.0 
Find and apply the MSRV, `rust-version = "1.78.0"` to the
`radicle-git` crates.

While applying this change, use the workspace values to clean up
repetition.

Fintan Halpenny a37a40ee5e nix: add Nix flake 
Add the Nix flake machinery for developing using Nix tooling.

This requires that the following are added:
- Cargo.lock
- rust-toolchain

To ensure that versions are pinned.
