Fintan Halpenny f4a958010c fmt: remove .rustfmt.toml 
The formatting configuration is not worth the maintenance of a nightly
version. Remove it and allow the default formatting to be used
instead.

Fintan Halpenny 64fef2f0ad git-ref-format: add Refspec type 
Add a Refspec type that represents a `[+]<src>:<dst>` refspec[[0]].
