Fintan Halpenny 8d451e3d9d nix: update to rust-1.66 ...

Rust 1.66.0 was announced[0].

The code fixes were all for the clippy warning regarding needless
borrows.

The doc tool now parses for HTML, so any <placeholder> now needs to
be wrapped in backticks, i.e. `<placeholder>`.
