Erik Kundt b4dd057f45 bin: Rewrite CLI tests to not require a binary ...

Before this patch, CLI tests required a successful debug build of
`rad-tui`. This rewrites the tests such that they still do what they did
before: testing argument processing. But without relying on a binary.
