ulic-youthlic 01fe3a2103 Split out package function into external file 
Refactor the radicle-desktop build function in the flake by splitting it into
an external file. Use file-based scoping to prevent access to global symbols
within the build function.

ulic-youthlic ace802118e Add watch_file direction to .envrc 
Add `watch_file flake.lock rust-toolchain` in .envrc, because direnv re-eval
devShell only at the change of flake.nix by default. After this patch, direnv
also re-eval when flake.lock/rust-toolchain changed.

ulic-youthlic d18663df68 use direct func params instead of pkgs 
using `makeRustPlatform` and `rust-bin` via func params can keep capacity for user to override `makeRustPlatform` and `rust-bin`.
